Hollow men?

In my commentary on Eye in the Sky I emphasised the dispersed geography of command and responsibility involved, and it turns out that was a key concern of the film’s director Gavin Hood.  In an interview with Dan Gettinger for Bard’s Center for the Study of the Drone, he explains:

‘… we obviously designed the film frankly as a thought experiment; it is based on a very specific set of circumstances … these circumstances are not the circumstances of every drone strike. As you know, it is not the case that in every single drone strike the question of whether to fire or to not fire is referred all the way up the kill chain to the foreign secretary, or the prime minister, or in the case of the United States, the secretary of state, secretary of defense, or indeed the president. Depending on the geographical location of these strikes, different rules apply. If you are striking within an already defined conflict zone with clear rules of engagement, in areas such as Iraq or Afghanistan, then sadly this level of debate does not always happen. It very much depends on who is being targeted and where that target is taking place, as to whether the authorization of the strike is referred high up the kill chain.

In our case, in the case of the film, we wanted to create a scenario in which as much discussion as possible was possible within our film. We didn’t want to make a film where the discussion ended at the local commander level. That is a story that can and should be told—the story of the strikes over the tribal areas of Pakistan, for example, where signature strikes take place and where many civilians have been killed—but what we felt was helpful was to make a film which would allow many different points of view to be represented in order to help the conversation that is already underway, but which the public is not necessarily particularly aware of.’

It was partly for the same reason that Ainsley O’Connell travelled to Holloman Air Force Base in New Mexico for Fast Company: to see what the training program for the crews that operate the Air Force’s remote platforms reveals about today’s management.

Her extended report riffs off Tom Cruise‘s Maverick in Top Gun, and his boast that – like all pilots of conventional strike aircraft – ‘You don’t have time to think up there… If you think, you’re dead.’  In contrast, Ainsley reports:

The new Maverick represents the future of work in a fully global world dominated by complex machines, complex communications, and fluid, remote teams. A body of economic research produced over the last 15 years suggests that organizations are shifting to a model of work characterized by continuous learning and flat teams with complementary skill sets. In this model there is room for autonomy and improvisation, but it takes place in the context of managerial surveillance and shared goals. The military, though still wedded to its lock-step hierarchies, is not immune to the trend. And RPA crews, despite their image as video gamers operating in the dark, are arguably one of the best case studies for how the future of work will affect war and conflict.

She finds that remote crews have to develop not only ‘air awareness’ – since they don’t have the physical sensations of flight or situation available to conventional pilots – but also ‘social awareness’: the ability to collaborate and communicate with military actors across the network.

Drone observations

I’m just back from a lovely week at Dartmouth, so there’s lots to catch up on.  This post is confined to (yet more) notes on writing about drones.  It’s selective, partly because I’m sure I’ve missed all sorts of important recent contributions – and if I have please let me know – but partly because so many supposedly critical interventions retrace familiar steps unburdened by substantive research.

This is far from the case with this one.  Part of the purpose of my stay in Dartmouth was to spend time with Kate Kindervater, one of the first cohort of five post-docs at Dartmouth’s new Society of Fellows (selected from 1700 applicants!).   She completed her PhD at the University of Minnesota last year on ‘Lethal Surveillance: Drones and the Geo-History of Modern War‘.

Interdisciplinary both in scope and method, my dissertation, Lethal Surveillance: Drones and the Geo-History of Modern War, examines the history of drone technology from the start of the 20th century to the present in order to understand the significance of the increasing centrality of drones to current American military engagements and security practices more generally. Much of the scholarship on drones and many other contemporary military technologies tends to view the technology as radically new, missing both the historical development of these objects as well as the perspectives and rationalities that are embedded in their use. For this research, I focused on three main periods of drone research and development: the early years of World War I and II in the UK, the Cold War, and the 1990s. In studying this history of the drone, I found that two key trends emerge as significant: the increasing importance of information to warfare under the rubric of intelligence, reconnaissance and surveillance; and a shift toward more dynamic, speedier, and individualized targeting practices. I argue that the widespread use of drones today thus represents the culmination of attempts in war to effectively link these two trends, creating a practice I call lethal surveillance — with the armed Predator effectively closing the loop between identifying and killing targets. The concept of lethal surveillance, which in my dissertation I place squarely within the histories of modern scientific thinking and Western liberal governance, allows us to see how techniques of Western state power and knowledge production are merging with practices of killing and control in new ways, causing significant changes to both the operations of the state and to practices of war. Framing the drone through the lens of lethal surveillance, therefore, allows us to see the longer histories the drone is embedded in as well as other security practices it is connected to.

We had lots of really good conversation, and while I was at Dartmouth Kate had a paper published at Security dialogue, drawing from her thesis: ‘The emergence of lethal surveillance: Watching and killing in the history of drone technology’:

This article examines the history of the development of drone technology to understand the longer histories of surveillance and targeting that shape contemporary drone warfare. Drawing on archival research, the article focuses on three periods in the history of the drone: the early years during World Wars I and II, the Cold War, and the 1990s. The history of the drone reveals two key trends in Western warfare: the increasing importance of intelligence, surveillance, and reconnaissance (ISR) and the development of dynamic targeting. These trends converge today in a practice of lethal surveillance where ISR capabilities are directly linked to targeted killing, effectively merging mechanisms of surveillance and knowledge production with decisions on life and death. Taking this history of lethal surveillance into account not only reframes current debates on drone warfare, but also connects the drone to other practices of security and control.

Kate is absolutely right to trace through the trajectories of ISR and dynamic targeting, and I applaud the way in which she doesn’t move directly from colonial ‘air policing’ and ‘pilotless bombing’ (in the case that interests her the most, in Iraq in the 1920s) to today’s remote operations but insists on the pivotal importance of the Cold War and, post-1989, Kosovo.  Kosovo is particularly interesting, I think, and here is my own summary take on developments there:

Another exceptionally interesting paper is Cara Daggett‘s ‘Drone disorientations: how unmanned weapons queer the experience of killing in war’, which appeared in the International journal of feminist politics 17 (3) (2015) 361-379:

Killing with drones produces queer moments of disorientation. Drawing on queer phenomenology, I show how militarized masculinities function as spatiotemporal landmarks that give killing in war its “orientation” and make it morally intelligible. These bearings no longer make sense for drone warfare, which radically deviates from two of its main axes: the home–combat and distance–intimacy binaries. Through a narrative methodology, I show how descriptions of drone warfare are rife with symptoms of an unresolved disorientation, often expressed as gender anxiety over the failure of the distance–intimacy and home–combat axes to orient killing with drones. The resulting vertigo sparks a frenzy of reorientation attempts, but disorientation can lead in multiple and sometimes surprising directions – including, but not exclusively, more violent ones. With drones, the point is that none have yet been reliably secured, and I conclude by arguing that, in the midst of this confusion, it is important not to lose sight of the possibility of new paths, and the “hope of new directions.”

There have been several commentaries that take the ‘un-manning’ of remote operations literally and seriously, and I drew on several of them in accounting for the moral economy of bombing in my Tanner Lectures last month: the (hideous) claim that bombing is, in all sorts of ways, virile and manly – so that, by extension, those who fly today’s Predators and Reapers are neither since they are never in harm’s way.  It’s an alarming argument, since it inadvertently legitimates (and even celebrates) the masculinism of conventional bombing, misses the new reality of today’s air wars, and ignores a crucial observation made by Robert Gates [the slides below are from my Tanner Lectures]:

Cara’s argument is much more artful than that, and well worth thinking through.

As both writers know, the use of military drones is not confined to targeted killing (though so many continue to write as though that were the case).  That said, Laurie Calhoun‘s We kill because we can: from soldiering to assassination in the drone age (Zed Books, 2015) is as deft an examination of the issues that you can find:

Finally – and as you’ll soon see from an upcoming post – I can’t seem to stop wandering through the nuclear wastelands.  I described the role that drones played in the early development of Strategic Air Command (through its “Project Brass Ring”) and in monitoring US atomic tests in the Marshall Islands in my “Little Boys and Blue Skies” presentation at Toronto last fall (see DOWNLOADS tab and the extended post here), which I reworked for one of my presentations at Dartmouth.  Over at Bard College’s Center for the Study of the Drone, Dan Gettinger replays the same little-known story – though he doesn’t play it forward to the atomic tests that took place at the Nevada Proving Grounds and the role of Indian Springs as a base for those early drone missions in the continental United States.  Indian Springs is now Creech Air Force Base, of course, one of the central nodes for today’s remote operations.

Drone networks

Three contributions to the debates over drones and military violence.  First, my friends at the Bard Center for the Study of the Drone have published Dan Gettinger‘s essay on ‘Drone Geography: mapping a system of intelligence‘.  It’s a superb sketch of the intelligence network in which the US Air Force’s drones are embedded (you can read my complementary take on ‘Drone geographies’ under the DOWNLOADS tab).  Let me add just one map to the illustrations that stud his essay.  It’s taken from the Air Force’s RPA Vector report for 2013-28, published last February, and it shows the architecture of remote split operations within and beyond the United States.  It’s helpful (I hope) because it shows how the Ground Control Stations in the continental United States feed in to the Distributed Common Ground System that provides image analysis and exploitation (shown in the second map, which appears in a different form in Dan’s essay).  I’m having these two maps combined, and I’ll post the result when it’s finished.

Dan is right to emphasise the significance of satellite communications; much of the discussion of later modern war and its derivatives has focused on satellite imagery, and I’ve discussed some of its complications in previous posts, but satellite communications materially shape the geography of remote operations.  The Pentagon has become extraordinarily reliant on commercial providers (to such an extent that Obama’s ‘pivot to the Pacific’ may well be affected), and limitations of bandwidth have required full-motion video streams from Predators and Reapers (which are bandwidth hogs) to be compressed and image quality to be degraded.  Steve Graham and I are currently working on a joint essay about these issues.

One caveat: this is not the only network in which US remote operations are embedded.  In my essay on ‘Dirty Dancing’ (now racing towards the finish line) I argue that the CIA-directed program of targeted killing in the Federally Administered Tribal Areas of Pakistan cannot be severed from the multiple ways in which the FATA have been configured as both borderlands and battlefields and, in particular, from the cascade of military operations that have rendered the FATA as a space of exception (in something both more and less than Agamben’s sense of the term).  Here I’ve learned much from an excellent essay by Elizabeth Cullen Dunn and Jason Cons, ‘Aleatory sovereignty and the rule of sensitive spaces’, Antipode 46 (1) (2014) 92-109).  They complicate the claim that spaces of exception always derive from a single locus of sovereign power (or ‘the sovereign decision’).  Instead, they  suggest that borderlands are ‘contested spaces’ where ‘competing’ powers ‘collide’.  In the FATA multiple powers have been involved in the administration of military violence, but on occasion – and crucially – they have done so in concert and their watchword has been a qualified and covert collaboration. In particular, the FATA have been marked by a long and chequered gavotte between the militaries and intelligence services of the United States and Pakistan which, since the 1980s, has consistently put at risk the lives of the people of the borderlands.  And in my essay on ‘Angry Eyes’ (next on my screen) I argue that the US military’s major use of Predators and Reapers in Afghanistan – orchestrating strikes by conventional aircraft and providing close air support to ‘troops in contact’ – depends on communication networks with ground troops in theatre, and that this dispersed geography of militarised vision introduces major uncertainties into the supposedly ‘precise’ targeting process.

CHAMAYOU Theory of the droneSecond: Elliott Prasse-Freeman has an extended review of the English translation of Grégoire Chamayou‘s Theory of the drone – called ‘Droning On‘ – over at the New Inquiry (you can access my own commentaries on the French edition here: scroll down).  His central criticism is this:

While his title promises theory, we instead are treated to a digression on the military and social ethics of attacks from the air, in which Chamayou asks without irony, “can counterinsurgency rise to the level of an aero-policy without losing its soul?” What offends Chamayou is the “elimination, already rampant but here absolutely radicalized, of any immediate relation of reciprocity” in warfare. This, we are told, is the problem.

Promised a theory of the drone, how do we arrive at a theory of the noble soldier?…

And so, dispatching with the dream of the drone … Chamayou assumes the concerns not of the brutalized but of military leaders and soldiers.

He continues in terms that resonate with my argument in ‘Dirty Dancing’:

By combining knowing (intelligence, surveillance, reconnaissance), sighting (targeting in movement and in the moment), and eliminating (“putting warheads on foreheads”), the drone constitutes an assemblage of force (as drone-theorist Derek Gregory puts it) that promises a revolution in control and allows the US war apparatus to imagine space and politics in new ways. Because the body of the accused can ostensibly be precisely seen, it can be seen as itself carving out a body-sized exception to state sovereignty over the territory on which that body moves. In this way, eliminating the body does not constitute an assault on the territory of the state, as these bodies are presented as ontologically (and hence quasi-legally) disconnected from that territory.  Geographer Stuart Elden in Terror and Territory (2009) points out the significant overlap between who are labeled ‘terrorists’ and movements fighting for their own political spaces – which hence necessarily violate extant states’ ‘territories’ (and hence the entire international order of states): to violate territory is to terrorize. The US is hence remarkably concerned in its arrogation of a position of supra-sovereignty to ensure that it overlaps with ‘classic’ state sovereignty, and by no means violates the norm of territorial integrity (well-defined borders): by harboring or potentially harboring unacceptable transnational desires, the militant uproots himself, and risks being plucked out and vaporized in open space that belongs only to him. The exception to sovereignty provides the drone the opportunity to extend this exception into temporal indefiniteness: wars are not declared, aggressions are not announced—the fleet, fusing police and military functions, merely watches and strikes, constantly pruning the ground of human weeds.

In ‘Dirty Dancing’ I’m trying to prise apart – analytically, at least – the space of exception, conceived as one in which a particular group of people is knowingly and deliberately exposed to death through the political-juridical removal of legal protections and affordances that would otherwise be available to them, and territory conceived (as Stuart suggests) as a political-juridical technology, a series of calculative practices that seeks to calibrate and register a claim over bodies-in-spaces.  That’s why Dan Gettinger’s essay is so timely too, and why I’ve been thinking about the FATA as a performance of what Rob Kitchin and Martin Dodge call ‘code/space’, why I’ve been working my way through the files released by Edward Snowden, and why I’ve been thinking so much about Louise Amoore‘s superb critique of The politics of possibility: risk and security beyond probability (2013).

Although Louise doesn’t address drone strikes directly, her arguments are full of vital insights into the networks that are mobilised through them.  ‘The sovereign strike is always something more, something in excess of a single flash of decision’, she insists, and when she writes that —

those at risk (which is to say those who are to be put at risk by virtue of their inferred riskiness) are ‘not strictly “included by means of their own exclusion”, as Agamben frames the exception, they are more accurately included by means of a dividuated and mobile drawing of risk fault lines’

17— it’s a very short journey back to Grégoire Chamayou‘s reflections on the strange (in)dividual whose ‘schematic body’ emerges on the targeting screen of the Predator or Reaper.  Louise writes of ‘the appearance of an emergent subject’, which is a wonderfully resonant way of capturing the performative practices through which targets are produced: ‘pixelated people’, she calls them, that emerge on screens scanning databanks but which also appear in the crosshairs…

And finally, Corporate Watch has just published a report by Therezia Cooper and Tom Anderson, Gaza: life beneath the drones.  This brings together a series of interviews conducted in 2012 – when ‘drones killed more people in Gaza than any other aircraft’ – that were first published in serial form in 2014.  The report includes a tabulation of deaths from Israeli military action in Gaza and those killed directly by drones (2000-2014) and a profile of some of the companies involved in Israel’s military-industrial complex.
