Drones and atomic clouds

I’m off to Toronto on Thursday to speak at the symposium “Through Post-Atomic Eyes“.  I posted some of my earlier notes for my presentation, ‘Little Boys and Blue Skies: Drones through post-atomic eyes‘, and since then I’ve been digging deeper into the strange intersections between nuclear weapons and today’s Predators and Reapers.

In my original post I described the US Air Force’s early attempts to devise a way of delivering atomic bombs from remotely piloted aircraft – notably Project Brass Ring:

Following a tip from Matt Farish (who will also be speaking at the conference) I’ve now discovered that drones were also used to monitor the ‘atomic clouds’.

Shortly after the Second World War the US Air Force’s Pilotless Aircraft Branch resumed its experiments with remotely controlling B-17 bombers from ‘director aircraft’ and from ground stations:

By July 1946 six to them were being successfully operated by the Army Air Group’s Drone Unit, and they were in action over Bikini Atoll in the Marshall Islands for the series of nuclear tests known as Operation Crossroads.   The first test (Able) was carried out on 1 July 1946, when a B-29 Superfortress (“Dave’s Dream”) dropped a plutonium bomb of the same power used against Nagasaki from a height of 30,000 feet on a target fleet of 90 obsolete ships; it was an air burst, detonating 520 feet above the ships (the aim point was the battleship USS Nevada, perhaps appropriately enough given that state’s use for nuclear testing in the decades ahead; it was painted bright red to make it visible to the bombardier, but the bomb missed it y 1870 feet).

The B-17s were on station 20-30 miles away, and they were the first to approach the target area.  Eight minutes after Mike Hour one of them entered the cloud at 24,000 feet, followed by three others at 30,000 feet, 18,000 feet and 13,000 feet.  The image below shows a B-17 landing at Eniwetok under ground control:

There was nothing secret about their use – like the bomb itself, making the drones public was a vital part of demonstrating American military and technical superiority.  Here, for example, is an image from Mechanix Illustrated in June 1946 describing Operation Crossroads :

According to Bombs at Bikini, the official (public) report on Operation Crossroads, prepared for Join Task Force One and published in 1947:

A number of Army Air Forces officials believe that the drone-plane program undertaken for Crossroads advanced the science of drone-plane operations by a year or more. To be sure, a fewwar-weary B-17’s had been flown without crews during the latter part of the recent war [Operation Aphrodite], but they and their cargoes of explosives were deliberately crash-landed. Also, a few B-17’s had been landed by remote control; but pilots were aboard, ready to take over control in case of trouble. Operation Crossroads was the first operation in which take-off, flight, and landing were accomplished with no one aboard. The feat was an impressive one; many experts had thought it could never be accomplished with planes of this size.

As this video clip shows (start at 6.01), take-off was under the control of a ‘ground beep pilot’, who then handed over to a ‘beep television control pilot’ in an accompanying director aircraft (‘the mother ship’), who handed back to the ground beep pilot for the landing.  This parallels today’s ‘remote-split operations’, though on a greatly reduced spatial scale, where a Launch and Recovery crew stationed in or near the combat zone is responsible for take-off and landing while the mission is flown by a ground control crew in the continental United States):

The B-17 drones operated in concert with the US Navy’s F6F-5 Hellcat drones which made transits of the cloud at 20,000 feet, 15,000 feet and 10,000 feet (see the first image below; the tail fins are painted different colours to indicate different control frequencies: more here).  The second image shows a pilot on the deck of the aircraft carrier Shangri-La controlling an F6F-5 before take-0ff; landing on the deck of a carrier was difficult enough at the best of times and with a skilled crew on board, and not surprisingly the Navy drones returned to Roi island, part of Kwajalein Atoll.

Paul Hoversten reports:

No manned aircraft flew over the center of the blast, called Zeropoint, until four hours later, although manned boats were on the scene after two hours.  Drones were also flown after the second test, Baker, on July 25, which was an underwater shot suspended from a target ship in Bikini’s lagoon.

In each case the drones were tasked to take air samples from the cloud (using filters housed in boxes under the wings) and to photograph the cloud formation:

As the official pictorial record boasted (its very existence underlining the importance of a controlled ‘publicness’ to these tests):

Drone planes penetrated where no man could have ventured, flew through the mushroom cloud on photographic missions, sampled its poisonous content, televised to remote onlookers their instrument panel readings for flight analysis.

The samples were crucial, and drones remained of vital importance in collecting them.  The image below shows the air filters being removed from a remotely operated B-17 used in Operation Sandstone (a series of nuclear tests conducted by the Atomic Energy Commission at Eniwetok Atoll in 1948):

The capstone attempt to deliver atomic bombs by remote controlled aircraft, Project Brass Ring, was abandoned in March 1951 when the Air Force determined that a manned aircraft could execute the bomb delivery safely (at least for those on board), but drones continued to be used during atomic tests.  In 1953 QF-80 drones were in use at Indian Springs, the Air Force portal to the Nevada Proving Grounds (the full story is here):

This was the first time ‘jet drones’ had been used during continental tests.  NULLO (‘No Live Operator Onboard’) operations used the same system of hand offs between beep pilots and director aircraft that had been used for the B-17s, but Sperry claimed that its precision marked a new milestone in remote operations.  Here’s a video of the drones in operation – and the effects of the blast on the aircraft:

But some tests were designed to evaluate the effects of the blast and the cloud on living creatures.  Here is a clipping from the Chicago Tribune, reporting on a test carried out over Nevada on 6 April 1953 – in fact the mission shown in the last still photograph above.  Note that the radiation effects were expected to be so powerful that all air traffic was excluded from an area of 100,00 square miles:

Doomsday Books

DOOMSDAYStill wandering through the nuclear wastelands… (see also here, here and here).  Not surprisingly, there is a considerable literature on the United States and nuclear war, but much less on the UK.  I still have my tattered copy of Doomsday:  Britain after nuclear attack by Stan Openshaw, Philip Steadman and Owen Greene, published more than thirty years ago.  Those were heady days: the authors were members of Scientists Against Nuclear Arms, and the book was put together soon after the European Nuclear Disarmament Appeal launched by E. P. Thompson (who famously announced he had “left his desk” to further the campaign), Mary Kaldor, Dan Smith and Ken Coates.

Next to Doomsday is my equally battered and well-thumbed copy of a book of essays edited by two other British geographers, David Pepper and Alan Jenkins, The geography of peace and war, which appeared in 1985.  It was in three Parts, ‘The geography of the Cold War and the arms race’, ‘The geography of nuclear war’ (which included an update from Stan and Philip) and ‘The geography of peace’ (with an essay on nuclear weapon free zones).

Fast forward twenty years, and these emphases are in stark contrast to Colin Flint‘s edited collection, Geography of war and peace, in which nuclear war receives just passing mention(s).  The same is true of Audrey Kobayashi‘s still more recent Geography of peace and armed conflict – apart from one brief chapter concerned with Iran.

HOGG British Nuclear CultureAll of this will explain why I am looking forward to the publication of Jonathan Hogg‘s British Nuclear Culture: official and unofficial narratives in the long 20th century, coming from Bloomsbury in January:

The advent of the atomic bomb, the social and cultural impact of nuclear science, and the history of the British nuclear state after 1945 is a complex and contested story. British Nuclear Culture is an important survey that offers a new interpretation of the nuclear century by tracing the tensions between ‘official’ and ‘unofficial’ nuclear narratives in British culture.

In this book, Jonathan Hogg argues that nuclear culture was a pervasive and persistent aspect of British life, particularly in the years following 1945. This idea is illustrated through detailed analysis of various primary source materials, such as newspaper articles, government files, fictional texts, film, music and oral testimonies. The book introduces unfamiliar sources to students of nuclear and cold war history, and offers in-depth and critical reflections on the expanding historiography in this area of research.

Chronologically arranged, British Nuclear Culture reflects upon, and returns to, a number of key themes throughout, including nuclear anxiety, government policy, civil defence, ‘nukespeak’ and nuclear subjectivity, individual experience, protest and resistance, and the influence of the British nuclear state on everyday life. The book contains illustrations, individual case studies, a select bibliography, a timeline, and a list of helpful online resources for students of nuclear history.

Joseph Masco – author of The nuclear borderlands: The Manhattan Project in post-Cold War New Mexico and The theater of operations: National security affect from the Cold War to the War on Terror  – likes it, which is more than enough for me:

We know the atomic bomb fundamentally transformed modern life, but Jonathan Hogg shows us that it did not do so in the same way everywhere. This is a important contribution to nuclear studies as it takes both nation and region seriously in the production of a nuclear culture. Hogg does not just follow expert concerns or defense policy debates, he also attends to the vernacular forms of local activisms across British cities and generations. British Nuclear Culture leads the way to a new comparative nuclear studies, and with it, a deeper understanding of the nuclear revolution.

Little Boys and Blue Skies

These are very preliminary notes and ideas for my presentation at “Through Post-Atomic Eyes” in Toronto next month: I would really – really – welcome any comments, suggestions or advice.  I don’t usually post presentations in advance, and this is still a long way from the finished version, but in this case I am venturing into (irradiated) fields unknown to me until a few months ago…

CHOMSKY On Western terrorismAt first sight, any comparison between America’s nuclear war capability and its drone strikes in Afghanistan, Iraq, Pakistan, Somalia, Syria and Yemen seems fanciful. The scale of investment, the speed and range of the delivery systems, the nature of the targets, the blast radii and precision of the munitions, and the time and space horizons of the effects are so clearly incommensurable. It’s noticeable that the conversation between Noam Chomsky and Andre Vltchek published as On Western Terrorism: from Hiroshima to drone warfare (2013) says virtually nothing about the two terms in its subtitle.

Yet nuclear weapons and drone strikes have both been attended by intense diplomatic, geopolitical and geo-legal manoeuvres, they have both sparked major oppositional campaigns by activist organisations, and they have both had major impacts on popular culture (as the two images below attest).

But there are other coincidences, connections and transformations that also bear close critical examination.

When Paul Tibbets flew the Enola Gay across the blue sky of Hiroshima on 6 August 1945 one of his major concerns was to execute a fast, tight 155 degree turn to escape the effects of the blast from ‘Little Boy’.  There is some dispute over the precise escape angle – there’s an exhaustive discussion in the new preface to Paul Nahin‘s Chases and escapes: the mathematics of pursuit and evasion (second edition, 2007) – but the crucial point is the concern for the survival of the aircraft and its crew.

Tibbets successfully made his escape but four years later, when the US Atomic Energy Commission was developing far more powerful bombs, the Air Force became convinced that escape from those blasts would be impossible. And so it implemented Project Brass Ring which was intended to convert B-47 Stratojet bombers into remotely-piloted aircraft capable of delivering atomic bombs without any loss of American lives.  (What follows is taken from Delmer Trester, ‘Thermonuclear weapon delivery by unmanned B-47: Project Brass Ring‘; it was included in A history of the Air Force Atomic Energy Program, 1949-1953, which can be downloaded here; you can obtain a quick overview here).

‘It appeared that the Air Force would need some method to deliver a 10,000-pound package over a distance of 4,000 nautical miles with an accuracy of at least two miles from the center of the target. It was expected the package would produce a lethal area so great that, were it released in a normal manner, the carrier would not survive the explosion effects. Although not mentioned by name, the “package” was a thermonuclear device – the hydrogen or H-bomb…

‘The ultimate objective was to fashion a B-47 carrier with completely automatic operation from take-off to bomb drop… The immediate plan included the director B-47A aircraft as a vital part of the mission. Under direction from the mother aircraft, the missile would take off, climb to altitude and establish cruise speed conditions. While still in friendly territory, the crew aboard the director checked out the missile and committed its instruments to automatically accomplish the remainder of the mission. This was all that was required of the director. The missile, once committed, had no provision for returning to its base… either the B-47 became a true missile and dived toward the target … or a mechanism triggered the bomb free, as in a normal bombing run.’

This was a re-run of Operation Aphrodite, a failed series of experiments carried out in the closing stages of the Second World War in Europe, and – as the images below show – after the war the Air Force had continued to experiment with B-17 aircraft remotely piloted from both ‘director aircraft’ [top image; the director aircraft is top right] and ‘ground control units’ [bottom image].  These operated under the aegis of the Air Force’s Pilotless Aircraft Branch which was created in 1946 in an attempt to establish the service’s proprietary rights over missile development.

But the Brass Ring team soon discovered that their original task had swelled far beyond its original, taxing specifications: in October 1951 they were told that ‘the super-bomb’ would weigh 50,000 lbs. They modified their plans (and planes) accordingly, and after a series of setbacks the first test flight was successful:

‘The automatic take-off, climb and cruise sequence was initiated remotely from a ground control station. The aircraft azimuth, during take-off, was controlled by an auxiliary control station at the end of the runway. Subsequent maneuvers, descent and landing (including remote release of a drag parachute and application of brakes) were accomplished from the ground control station. The test was generally satisfactory; however, there were several aspects – certain level flight conditions, turn characteristics and the suitability of the aircraft as a “bombing platform” – which required further investigation.’

This was part of a larger imaginary in which, as Life had commented in its issue of 20 August 1945, echoing USAAF General Henry H. ‘Hap’ Arnold, ‘robot planes … and atomic bombs will do the work today done by fleets of thousands of piloted bombers.’ (Arnold thought this a mixed blessing, and in an essay ghost-written with William Shockley he noted that nuclear weapons had made destruction ‘too cheap and easy’ – one bomb and one aircraft could replace hundreds of bombs and vast fleets of bombers – and a similar concern is often raised by critics of today’s Predators and Reapers who argue that their remote, often covert operations have lowered the threshold for military violence).

Brass Ring was abandoned on 13 March 1953, once the Air Force determined that a manned aircraft could execute the delivery safely (at least, for those on board).  It would be decades before another company closely associated with nuclear research – General Atomics (more here) – supplied the US Air Force with its first MQ-1 Predators.

These were originally conceived as unarmed, tactical not strategic platforms, designed to provide intelligence, surveillance and reconnaissance for conventional strike aircraft. But the concern with American lives became a leitmotif of both programs, and one of the foundations for today’s remote operations is the ability (as the USAF has it) to ‘project power without vulnerability’.

BOYER By the bomb's early lightThe visible effects of bombing Hiroshima and Nagasaki on the Japanese population were the subject of strict censorship – still photographs were never published, while Japanese media and even US military film crews had their documentary footage embargoed – and public attention in the United States was turned more or less immediately towards visualising ‘Hiroshima USA’ (Paul Boyer is particularly good on this; there are also many images and a good discussion here). Even the US Strategic Bombing Survey indulged in the same speculation: ‘What if the target for the bomb had been an American city?’ it asked in its June 1946 report. ‘The casualty rates at Hiroshima and Nagasaki, applied to the massed inhabitants of Manhattan, Brooklyn, and the Bronx, yield a grim conclusion.’ Although the original targets had been Asian cities it was American cities that were designated as future victims.  ‘Physically untouched by the war’ (apart from Pearl Harbor), Boyer wrote,

‘the United States at the moment of victory perceived itself as naked and vulnerable.  Sole possessors and users of a devastating instrument of mass destruction, Americans envisioned themselves not as a potential threat to other peoples, but as potential victims.’

This was the abiding anxiety instilled by the national security state and orchestrated through its military-industrial-media-entertainment complex throughout the post-war decades.  Perhaps the most famous sequence of images – imaginative geographies, I suppose –accompanied an essay by John Lear in Collier’s Magazine in August 1950, ‘Hiroshima USA: Can anything be done about it?‘, showing a series of paintings by Chesley Bonestell and Birney Lettick imagining the effects of a nuclear strike on New York:

Similar sequences, often accompanied by maps, were produced for many other cities (and the simulations continue: see, for example, here).  The images below, from Life on 19 November 1945, come from ‘The 36-Hour War’ (see here for a commentary) that envisaged a nuclear attack on multiple cities across the USA, including Washington DC, from (presumably Soviet) ‘rocket-launching sites [built] quickly and secretly in the jungle’ of equatorial Africa:

Schlosser-Command-and-Control-bookAs it happened, American cities did indeed become targets – for the US Air Force.  According to Eric Schlosser, under General Curtis Le May the goal was

to build a Strategic Air Command that could strike the Soviet Union with planes based in the United States and deliver every nuclear weapon at once. SAC bomber crews constantly trained and prepared for that all-out assault. They staged mock attacks on every city in the United States with a population larger than twenty-five thousand, practicing to drop atomic bombs on urban targets in the middle of the night. San Francisco was bombed more than six hundred times within a month.

VANDERBILT Survival CityTests were also conducted at the Nevada Proving Ground, ‘the most nuclear-bombed place on the planet’, to determine the likely effects.  One of the purposes of the Strategic Bombing Survey’s Physical Damage Division had been to document the effects of the bombs on buildings in Hiroshima and Nagasaki – to read them as ‘blueprints for the atomic future‘ – and both Japanese and American medical teams had been sent in shortly after the blasts to record their effects on bodies (from 1947 their work was subsumed under the Atomic Bomb Casualty Commission).  It was now imperative bring the two together and to bring their results home.  And so, starting in 1953 with ‘Operation Doorstep’, mannequins were placed inside single-family houses at the Nevada site to calculate the prospects for the survival of what Joseph Masco calls the American ‘nuclearised’ family in the event of a nuclear attack; they subsequently went on public exhibition around the country with the tag line:

‘These mannikins could have been real people; in fact, they could have been you.’

In the Second World War experimental bombing runs had been staged against mock German and Japanese targets at the Dugway Proving Ground but – significantly – the buildings had no occupants: as Tom Vanderbilt wryly remarks, now ‘the inhabitants had been rewritten into the picture’ because the objective was to calibrate the lives of Americans.

I have borrowed this image from the mesmerising work of artist Rachele Riley, whose project on The evolution of silence centres on Yucca Flat in the Nevada Test Site and raises a series of sharp questions about both the imagery and the soundscape of the nuclear age.

The power of the image – ‘the nuclear sublime’ – was one of the central objectives of the attacks on Hiroshima and Nagasaki: ‘the weapon’s devastating power had to be seen to be believed,’ as Kyo Maclear observed, and it had to be seen and believed in Moscow as well as in Tokyo.  Here the visual economies of nuclear attacks are radically different from drone strikes. In the immediate aftermath there was no shortage of atomic ‘views from the air’ –  aerial photographs of the vast cloud towering into the sky and of Hiroshima before and after the bomb.  Here is Life (sic) on 20 August 1945:

Yet for the most part, and with some significant exceptions, aerial views are singularly absent from today’s drone wars. To Svea Braeunert (‘Bringing the war home: how visual artists return the drone’s gaze‘) that is all the more remarkable because drone strikes are activated by what video artist Harun Farocki called operative images: but that is also the reason for the difference. Aerial photographs of Hiroshima or Nagasaki reveal a field of destruction in which bodies are conspicuously absent; the resolution level is too coarse to discern the bomb’s victims.

But the video feeds from a Predator or Reaper, for all their imperfections, are designed to identify (and kill) individuals, and their aerial gaze would – if disclosed – reveal the bodies of their victims. That is precisely why the videos are rarely released (and, according to Eyal Weizman, why satellite imagery used by investigators to reconstruct drone strikes is degraded to a resolution level incapable of registering a human body – which remains ‘hidden in the pixels‘ – and why their forensic visual analysis is forced to focus on buildings not bodies).

One might expect visual artists to fill in the blank. Yet – a further contrast with Hiroshima – apart from projects like Omar Fast’s ‘5,000 Feet is Best’ (above) and Thomas van Houtryve’s ‘Blue Sky Days’ (below) there have been precious few attempts to imagine drone strikes on American soil.

Perhaps this is because they are so unlikely: at present these remote platforms can only be used in uncontested air space, against people or states who are unable (or in the case of Pakistan, unwilling) to defend themselves. But there has been a protracted debate about such strikes on American citizens (notably the case of Anwar al-Awlaki) and a concerted attempt to focus on the rules followed by the CIA and JSOC in their programs of targeted killing (which has artfully diverted public attention to Washington and away from Waziristan).

There is also a visceral, visible continuity between the two: just as in Hiroshima and Nagasaki, there has been little public concern over the victims of drone strikes, the vast majority of whom have once again been Asian.

If the targeting process continues to be racialised, it also continues to be bureaucratised. After the Second World War the US Air Force was determined to speed up its targeting cycle, and in 1946 started to compile a computerised database of potential targets in the Soviet Union; this was soon extended to Soviet satellites and Korea, and by 1960 the Bombing Encyclopedia of the World (now called the ‘Basic Encyclopedia’) contained 80,000 Consolidated Target Intelligence Files. These were harvested to plan Strategic Air Command’s nuclear strikes and to calibrate Damage and Contamination Models. One of the analysts responsible for nominating targets later described the process as ‘the bureaucratisation of homicide’. Similar criticisms have been launched against the ‘disposition matrix’ used by the CIA to nominate individuals authorised for targeted killing (see here and here); most of these are in Pakistan, Somalia, and Yemen, though there are other kill lists, including Joint Prioritised Effects Lists compiled by the US military for war zones in Afghanistan and Iraq. In both cases the target files are in principle global in reach, and both nuclear strikes and targeted killings (outside established war zones) are judged to be sufficiently serious and ‘sensitive’ to require direct Presidential approval.

Speeding up the targeting cycle has involved more than the pre-emptive identification of targets. In contrast to the fixed targets for nuclear strikes, today’s Predators and Reapers are typically directed against mobile targets virtually impossible to locate in advance. Pursuing these fleeting ‘targets of opportunity’ relies on a rapidly changing and expanding suite of sensors to identify and track individuals in near-real time. In 2004 the Defense Science Board recommended the Pentagon establish ‘a “Manhattan Project”-like program for ID/TTI’ [identification, tagging, tracking and locating], and one year later a Technical Advisor working for the National Security Agency’s Target Reconnaissance and Survey Division posed the following question:

The onboard sensor suite in the pod has since become ever more effective in intercepting and monitoring electronic communications as part of a vast system of digital data capture, but Predators had already been armed with Hellfire missiles to compress the kill-chain still further, and to many commentators the most radical innovation in later modern war has been the fusion of sensor and shooter in a single platform. The new integrated systems were first trialled – on a Predator flown by test pilots from General Atomics – in February 2000 at Indian Springs Auxiliary Field. The main objective was to hunt and kill Osama bin Laden, and at the request of the Air Force and the CIA a series of tests was carried out.

First, the Air Force wanted to determine whether the Predator could withstand a missile being fired from beneath its insubstantial wings (a ghostly echo of earlier anxieties over the survivability of the Enola Gay and its successors – though plainly much reduced by the absence of any pilot on board).

Second, the CIA wanted to assess the likely effects of a Hellfire strike on the occupants of a single-storey building like those found in rural Afghanistan (nuclear tests had used mannequins and pigs as human surrogates; these used plywood cut-outs and watermelons).

predatorBoth sets of tests were eventually successful (see also here) but, as Richard Whittle shows in consummate detail, a series of legal and diplomatic obstacles remained. In order to secure satellite access over Afghanistan, previous Predator flights to find bin Laden had been flown from a ground control station at Ramstein Air Base in Germany. But using a Predator to kill bin Laden was less straightforward. After protracted debate, US Government lawyers agreed that a Predator armed with a missile would not violate the 1987 Intermediate-Range Nuclear Forces Treaty, which eliminated nuclear and conventional missiles with intermediate ranges but which – unhelpfully for the CIA – defined missiles as ‘unmanned, self-propelled … weapon-delivery vehicles’; the lawyers determined that the Predator was merely a platform and, unlike a cruise missile, had no warhead so that it remained outside the Treaty. But they also insisted that the Status of Forces Agreement with Germany would require Berlin’s consent for the activation of an armed Predator. (The United States stored tactical nuclear warheads at Ramstein until 2005; although the US insisted it retained control over them, in the event of war they were to have been delivered by the Luftwaffe as part of a concerted NATO nuclear strike).

The need to bring Berlin onside (and so potentially compromise the secrecy of the project) was one of the main reasons why the ground control station was relocated to Indian Springs, connected to the satellite link at Ramstein through a fibre-optic cable under the Atlantic:

In fact, since 1952 Indian Springs had been a key portal into the Nevada Test Site – its purpose was to support both US Atomic Energy Commission nuclear testing at the Nevada Proving Grounds and US Air Force operations at the Nellis Air Force Base’s vast Gunnery and Bombing Range – and in June 2005 it morphed into Creech Air Force Base: the main centre from which ‘remote-split’ operations in Afghanistan, Pakistan and elsewhere are flown by USAF pilots. Most of the covert operations are directed by the CIA (some by Joint Special Operations Command), but the Predators and Reapers are used for more than targeted killing; the primary missions are still to provide ISR for conventional strikes and now also close air support for ground troops.

The geographies overlap, coalesce and – even allowing for the differences in scale – conjure up a radically diffuse and dispersed field of military violence.  When Tom Vanderbilt described ‘a war with no clear boundaries, no clear battlefields … a war waged in such secrecy that both records and physical locations are often utterly obscured’ he was talking about nuclear war.  But exactly the same could be said of today’s drone wars, those versions of later modern war in which the body becomes the battle space (‘warheads on foreheads’) and the hunting ground planetary: another dismal iteration of the ‘everywhere war’ (see here and here).

For all these connections and intersections, a key divide is the issue of civilians and casualties. On 9 August 1945 President Truman (below) described Hiroshima as a ‘military base’ selected ‘because we wished in this first attack to avoid, insofar as possible, the killing of civilians’.

This was simply untrue, and similar – often no less deceptive – formulations are routinely used to justify US drone strikes and to minimise what is now called ‘collateral damage’. Still, the scale of civilian casualties is clearly different: usually dozens rather than hundreds of thousands.

And yet, there is something irredeemably personal and solitary about the response to death from either cause; parents searching for the bodies of their children in the ruins are as alone in Dhatta Khel as they were in Hiroshima.  When Yukiko Hayashi [her real name is Sachiko Kawamura] describes the anguish of a young woman and her father finding the remains of their family – the poem, ‘Sky of Hiroshima‘, is autobiographical – it is surely not difficult to transpose its pathos to other children in other places:

Daddy squats down, and digs with his hands
Suddenly, his voice weak with exhaustion, he points
I throw the hoe aside
And dig at the spot with my hands
The tiles have grown warm in the sun
And we dig
With a grim and quiet intent

MASCO Theater of OperationsIn The Theater of Operations Joseph Masco draws a series of distinctions between the US national security state inaugurated by the first atomic bombs and the counter-terror state whose organs have proliferated since 9/11.

He properly (and brilliantly) insists on the affects instilled in the American public by the counter-terror state as vital parts of its purpose, logic and practice – yet he says virtually nothing about the affects induced amongst the vulnerable populations forced to ‘live under drones’ and its other modes of military and paramilitary violence.

In Waziristan no air raid sirens warn local people of a strike, no anti-aircraft systems protect them, and no air-raid shelters are available for them to seek refuge.

Hence young Zubair Rehman’s (above, top right) heartbreaking admission after a drone killed his grandmother as she tended the fields in Ghundi Kala in North Waziristan (see here and here):

‘I no longer love blue skies. In fact, I now prefer grey skies. The drones do not fly when the skies are grey.’

I’m speaking at a conference called “Through Post-Atomic Eyes” in Toronto next month.

Through Post-Atomic Eyes brings together an interdisciplinary group of artists and scholars to explore the complex legacy of the atomic age in contemporary art and culture. In what ways do photography and other lens-based art practices shed light on this legacy in the 21st century, and how has atomic culture shaped contemporary intersections of photography, nuclear industries, and military techno-cultures? Join us as we explore some of the most urgent issues of our time, from climate change and the Anthropocene to surveillance culture and the advent of drone warfare, through a post-atomic lens.

Through Post-Atomic Eyes is scheduled to coincide with John O’Brian’s groundbreaking exhibition, Camera Atomica, the first substantial exhibition of nuclear photography to encompass the postwar period from the bombings of Hiroshima and Nagasaki in 1945 to the meltdown at Fukushima in 2011. Now on view at the Art Gallery of Ontario (until November 15, 2015).

(John’s exhibition at the AGO follows a successful showing in London late last year: see my post here).

I confess that when I received the Toronto invitation I was at a loss: how was I supposed to view drone warfare through post-atomic eyes?  At first sight, any comparison between America’s nuclear war capability and its drone strikes in Afghanistan, Iraq, Pakistan, Somalia, Syria and Yemen seems fanciful. The scale of investment, the speed and range of the delivery systems, the nature of the targets, the blast radii and precision of the munitions, and the time and space horizons of the effects are so clearly incommensurable.  So I dragged my feet, accepting the invitation because the other presenters (see the poster above) include so many people whose work I admire, but not making much progress.

Eventually I realised that the root problem was that, while I had extensive research on genealogies of bombing under my belt, I knew next to nothing about The Bomb.  So, while I’ve been burrowing away in the archives in London for my project on casualty evacuation 1914-2014 and also inching my “Dirty Dancing’ essay into the home straight, I’ve also been reading and reading and reading.  So much wonderful, sobering material out there, some of which surfaced in my recent posts on Hiroshima and the metastases of nuclear weapons since then.

And, as I’ll try to show in detail in my next post, I’ve found a startling series of coincidences, convergences and transformations.  I now have a rough shape for my presentation, which I’m calling “Little Boys and Blue Skies“: a title which, as you’ll soon see, traces an arc from bombing Hiroshima to bombing Waziristan.  Watch this space.

Following my last post on ‘The blue sky of Hiroshima’, I’ve received several e-mails from readers wondering at the size of the blast radius from ‘Little Boy’ (15 kilotons) shown on the image from NUKEMAP; there’s another one below, which shows the blast radius from ‘Fat Man’ (21 kilotons) originally detonated over Nagasaki and here projected on to Vancouver (for a critical note on these projections, by the way, see my original post).

If, like my correspondents, you are surprised at the ‘small’ size of the radii: you are right (though don’t ignore the numbers on the right…). Several years ago Maximilian Bode created this infographic to show the exorbitant increase in the destructive capacity of nuclear weapons since those two bombs were exploded over Japan 70 years ago:

Many of today’s warheads are much smaller – the missiles carried on Trident, for example, are around 100 kilotons.   But that’s small comfort.  If you want to know how many nuclear warheads there are in the world today, this chart from the Nuclear Notebook produced for the Bulletin of Atomic Scientists will give you a rough idea (the interactive version is here):

The blue sky of Hiroshima

It’s the bleakest of anniversaries – the bombing of Hiroshima 70 years ago today – and there is no shortage of commentary (see, for example, here and here).  John Hersey‘s book-length essay on Hiroshima, which filled most of  the 31 August 1946 issue of the New Yorker and has been republished online here.

At exactly fifteen minutes past eight in the morning, on August 6, 1945, Japanese time, at the moment when the atomic bomb flashed above Hiroshima, Miss Toshiko Sasaki, a clerk in the personnel department of the East Asia Tin Works, had just sat down at her place in the plant office and was turning her head to speak to the girl at the next desk. At that same moment, Dr. Masakazu Fujii was settling down cross-legged to read the Osaka Asahi on the porch of his private hospital, overhanging one of the seven deltaic rivers which divide Hiroshima; Mrs. Hatsuyo Nakamura, a tailor’s widow, stood by the window of her kitchen, watching a neighbor tearing down his house because it lay in the path of an air-raid-defense fire lane; Father Wilhelm Kleinsorge, a German priest of the Society of Jesus, reclined in his underwear on a cot on the top floor of his order’s three-story mission house, reading a Jesuit magazine, Stimmen der Zeit; Dr. Terufumi Sasaki, a young member of the surgical staff of the city’s large, modern Red Cross Hospital, walked along one of the hospital corridors with a blood specimen for a Wassermann test in his hand; and the Reverend Mr. Kiyoshi Tanimoto, pastor of the Hiroshima Methodist Church, paused at the door of a rich man’s house in Koi, the city’s western suburb, and prepared to unload a handcart full of things he had evacuated from town in fear of the massive B-29 raid which everyone expected Hiroshima to suffer. A hundred thousand people were killed by the atomic bomb, and these six were among the survivors. They still wonder why they lived when so many others died. Each of them counts many small items of chance or volition—a step taken in time, a decision to go indoors, catching one streetcar instead of the next—that spared him. And now each knows that in the act of survival he lived a dozen lives and saw more death than he ever thought he would see. At the time, none of them knew anything.

It’s worth comparing this with the opening scene of Kamila Shamsie‘s brilliant novel Burnt Shadows which imagines the second atomic bomb dropped on Nagasaki three days later.  Given the map I reproduce below, it’s also worth reading her short essay on the effect of using Google Earth to ‘map’ the bombing here; and since Nagasaki too often disappears from critical view, try Susan Southard‘s recently published Nagasaki: life after nuclear war (Viking/Penguin, 2015) – you can read a long extract here and here.

For a brave attempt to bring the the two bombings into the same narrative frame, see Paul Ham‘s Hiroshima Nagasaki (2012/2014): there’s a helpful review essay by H. Bruce Franklin here, and The Atlantic has just published an extract, ‘The bureaucrats who singled out Hiroshima for destruction’ here.

Joyce C. Stearns, a scientist representing the Air Force, named the four shortlisted targets in order of preference: Kyoto, Hiroshima, Yokohama, and Kokura. They were all “large urban areas of more than three miles in diameter;” “capable of being effectively damaged by the blast;” and “likely to be unattacked by next August.”… Tokyo had been struck from the list because it was already “rubble,” the minutes noted…

Captain William “Deak” Parsons, associate director of Los Alamos’s Ordnance Division, gave another reason to drop the bomb on a city center: “The human and material destruction would be obvious.” An intact urban area would show off the bomb to great effect. Whether the bomb hit soldiers, ordnance, and munitions factories, while desirable from a publicity point of view, was incidental to this line of thinking—and did not influence the final decision.

I have just two things to add.  The first is to draw attention to the firebombing of Japanese cities that preceded Hiroshima and Nagasaki (Alex compares them in an interesting commentary here and provides a series of compelling comparative interactives here: I’ve pasted an example below, and provided a short commentary here).

In fact, as my quotation from Paul Ham reveals, Hiroshima and Nagasaki were targeted precisely because they had been left alone during the previous attacks and would provide effective laboratories to test the effects of nuclear blasts.  On the firebombing campaign, see the painstaking work of Cary Karacas and his colleagues here (my commentaries on the project are here and here; see also their essay on the firebombing of Tokyo and its legacy here); their website includes both a Hiroshima archive and a Nagasaki archive.

Second, I’ve emphasised the comparative effort to ‘bring the war home’, to imagine the effects of Little Boy and Fat Man on other cities around the world.  There are obvious dangers in such an exercise – is our capacity for empathy so limited than we have to rely on a sort of critical narcissism: ‘imagine if it happened to us‘? – but perhaps the most significant objection is that such cartographic conceits can erase not only the bodies incinerated and maimed (through the very abstraction of cartography) but also the racialization of these unmarked bodies.  In the characteristically thoughtful introduction to his new book, Tense Future: Modernism, Total War, Encyclopedic Form (2015), Paul K. Saint Amour writes about ‘traumatic earliness’ – about the sense of anticipation, foreboding or bukimi that gripped the people of Hiroshima in the months before their collective deaths: that ‘uneasy combination of continued good fortune [escaping the firebombing] and expectation of catastrophe’.  But the ground had already been prepared in the United States, not only scientifically – the endless calculations, calibrations and experiments at Los Alamos – but also culturally.

Michael Sherry‘s The rise of American Air Power: the creation of Armageddon (1987) and Paul Williams‘s Race, ethnicity and nuclear war (2011) are indispensable here – and there’s a sharp, contemporary commentary from Arthur Chu here –  but a vivid example is provided by Alex de Seversky‘s Victory through Air Power (1942) and, in particular, its celebration in Walt Disney‘s film version released in 1943.  For Disney, there was not only ‘a thrill in the air’ but an exuberant delight at death and destruction on the Japanese ground.  You can watch the whole thing below (or on YouTube) but to see what I mean start at 1.07 and watch right through the bombing to the anthropomorphism of the American eagle and the Japanese octopus that follows it.  There’s also a short commentary by Henry Giroux here.

Legal battles

DoD Law of War ManualFollowing up my comments on the Pentagon’s new Law of War Manual, issued last month: commentaries are starting to appear (it’s not surprising these are taking so long: the new version runs to 1200 pages).

Just Security is hosting a forum on the Manual, organised by Eric Jensen and Sean Watts.  They are both deeply embedded in the debate: Eric is a Professor at Brigham Young Law School and was formerly Chief of the Army’s International Law Branch and Legal Advisor to US military forces in Iraq and Bosnia, while Sean is a Professor at Creighton University Law School and on the Department of Law faculty at the United States Military Academy at West Point; he is also Senior Fellow at the NATO Cooperative Cyber Defence Centre of Excellence and served in the US Army’s Judge Advocate General’s Corps.

In the opening salvo, Sean focuses on the Manual‘s identification of three core principles:

“Three interdependent principles – military necessity, humanity, and honor – provide the foundation for other law of war principles, such as proportionality and distinction, and most of the treaty and customary rules of the law of war.”

The implications of this formulation are more far reaching than you might think.  Necessity, proportionality and distinction have long been watchwords, but the inclusion – more accurately, Sean suggests, the resurrection – of ‘humanity’ and ‘honor’ is more arresting: in his view, the first extends the protection from ‘unnecessary suffering’ while the second ‘marks an important, if abstract revival of good faith as a legal restraint on military operations’.

Watch that space for more commentaries, inside and outside the armed camp.

Others have already taken a much more critical view of the Manual.

Claire Bernish draws attention to two particularly disturbing elements here.  First, like several other commentators, she notes passages that allow journalists to be construed as legitimate targets.  While the Manual explains that ‘journalists are civilians’ it also insists there are cases in which journalists may be ‘members of the armed forces […] or unprivileged belligerents.’   Apparently, Claire argues,

‘reporters have joined the ranks of al-Qaeda in this new “unprivileged belligerent” designation, which replaces the Bush-era term, “unlawful combatants.” What future repercussions this categorization could bring are left to the imagination, even though the cited reasoning—the possibility terrorists might impersonate journalists—seems legitimate. This confounding label led a civilian lawyer to say it was “an odd and provocative thing for them to write.”‘

Other commentators, mindful of incidents in which the US military has been accused of targeting independent (non-embedded) journalists, have read this as far more than provocation.  Like other claims registered in the Manual, this has implications for other armed forces – and in this particular case, for example, Ken Hanly points out that ‘what is allowed for NATO and the US is surely legitimate for Israel.’

This is not as straightforward as he implies, though.  Eric Jensen agrees that

‘[T]he writers had to be aware this manual would also be looked to far beyond the US military, including by other nations who are formulating their own law of war (LOW) policies, allies who are considering US policy for purposes of interoperability during combined military operations, transnational and international organizations such as the International Committee of the Red Cross (ICRC) who look to such manuals when considering the development of customary practice, and even national and international tribunals who adjudicate LOW questions with respect to the criminality of individual actions.

While Eric acknowledges ‘the inevitable use of [the Manual] in the determination of customary practice.’ however, he also argues that the authors of the Manual go out of their way to preclude this possibility: they ‘wanted to be very clear that they did not anticipate they were writing into law the US position on the law of war.’

Second, Claire draws attention to a list of weapons with specific rules on use’ (Section 6.5.1), which includes cluster munitions, herbicides and explosive ordnance, and a following list of other ‘lawful weapons’ (Section 6.5.2) for which ‘there are no law of war rules specifically prohibiting or restricting the following types of weapons by the U.S. armed forces’; the list includes drones and Depleted Uranium munitions.  These designations are all perfectly accurate, but Claire’s commentary fastens on the fact that at least two of these weapons have been outlawed by many states.  She draws attention to the hideous consequences of DU and cluster bombs, and explains that cluster bombs:

‘are delineated in the manual as having “Specific Rules on Use”— notably, such weapons’ use “may reflect U.S. obligations under international law” [emphasis added]. While this is technically apt, cluster bombs have been banned by the 2008 Convention on Cluster Munitions—which was agreed to by 116 countries around the world. The U.S. stands out in joining infamous human rights violator, Saudi Arabia, in its refusal to sign. These insidious munitions leave unexploded ordnance for months, or even decades, after the originating bomb was dropped. Children are often maimed or killed when they unwittingly mistake them for toys.’

Meanwhile, also at Just Security but seemingly not part of the Forum, Adil Ahmad Haque has attacked the Manual‘s discussion of ‘human shields’:

The Defense Department apparently thinks that it may lawfully kill an unlimited number of civilians forced to serve as involuntary human shields in order to achieve even a trivial military advantage. According to the DOD’s recently released Law of War Manual, harm to human shields, no matter how extensive, cannot render an attack unlawfully disproportionate. The Manual draws no distinction between civilians who voluntarily choose to serve as human shields and civilians who are involuntarily forced to serve as human shields. The Manual draws no distinction between civilians who actively shield combatants carrying out an attack and civilians who passively shield military objectives from attack. Finally, the Manual draws no distinction between civilians whose presence creates potential physical obstacles to military operations and civilians whose presence creates potential legal obstacles to military operations. According to the Manual, all of these count for nothing in determining proportionality under international law.

If true, this would dramatically qualify the discussion of ‘humanity’ and ‘honor’ above; but, not surprisingly, Charles Dunlap will have none of it.  He objects not only to Adil’s reading of the Manual, but also the logic that lies behind his criticism:

Killing those who do the vast majority of the killing of civilians can save lives. It really can be that simple.

Experience shows that well-meaning efforts to curb the use of force can have disastrous effects on civilians. Think about the restrictions on airstrikes imposed by Gen. Stanley McChrystal in Afghanistan in mid-2009. The result? By the time he was fired a year later in June 2010, civilian casualties had jumped a heart-rending 31% entirely because of increased killings by anti-government forces. (In addition, casualties among friendly troops hit an all-time high in 2010.)

When Gen. David Petraeus took command in mid-2010, he took a different, more aggressive approach. While still scrupulously adhering to the law of war, he clarified the rules of engagement in a way that produced a tripling of the number of airstrikes. The result? The increase in civilian casualties was cut in half to 15% by the end of 2010. Under Petraeus’ more permissive interpretation of the use of force against the Taliban and other anti-government forces, the increase the following year was cut almost in half again to 8% (and losses of friendly troops fell 20%). To reiterate, although counterintuitive to some critics, restricting force by law or policy can actually jeopardize the lives of the civilians everyone wants to protect.

Michael O’Hanlon at the Brookings Institue makes exactly the same argument about the Manual here (scroll down), but Dunlap’s sense is much sharper: the Manual, he says, ‘is designed to win wars in a lawful way that fully internalizes, as it says itself on several occasions, the “realties of war.”’  This is immensely important because in effect it acknowledges that neither the Manual nor the laws of war are above the fray.  If the Manual ‘is designed to win wars in a lawful way’ that is precisely because law is in the army’s baggage train, fully incorporated into the juridification of later modern war.  Law is at once a powerful weapon and a moving target.

In ‘The Natures of War’ I include a brief discussion of the ways in which chemical gas attacks on the Western Front militarised the atmosphere:

Gas warfare turned the very air the soldier breathed into a potential enemy and, to Peter Sloterdijk, inaugurated a ‘new “ecologized” war’, a battle ‘conducted in the atmospheric environment [that] was about conquering the respiratory “potentials” of hostile parties’.  Here the French and the Germans led the way. The French were the first to use toxic gas shells on a large scale but these discharged tear gas which in most cases was not lethal, and when the Germans used similar shells against the British in October 1914 at Neuve Chapelle they too proved largely ineffective.  These were ‘Lilliputian efforts’, according to Peter Bull, and experiments by both sides with other systems were aimed at a greater harvest.

They yielded their first (poisoned) fruit on 22 April when the Germans launched the first lethal gas attack at Ypres. Unlike those earlier attempts this did not involve artillery – which is how the High Command persuaded themselves they were not violating the 1899 Hague agreement that prohibited the ‘use of projectiles the sole use of which is the diffusion of asphyxiating or noxious gases’  – and instead released chlorine gas from specially adapted industrial storage containers hidden in the German trenches and then relied on the wind to disperse the gas cloud. On that first, fateful evening more than 5,000 cylinders discharged 150 tons of chlorine gas. It billowed into a yellow-green cloud nearly six kilometres wide and 600-900 meters deep, which was then carried on a north-easterly wind towards two French divisions at 2-3 meters a second. The gas attacked the bronchial tubes and victims suffocated by drowning in their own fluids. German infantry advanced behind the gas cloud which had breached the French lines, and while they did not press home their advantage all sides concluded that gas was the way ‘to break the “riddle of the trenches”’ by flushing troops from cover and ending ‘the stalemate that had confounded all.’  But the reliance on wind as a dispersal vector was risky, not least because the prevailing wind on the Front was from the west – the initial attack had been postponed time and time again until conditions were favourable – and on 25 September the British launched their own gas cloud attack at Loos. This too went awry as a result of changing wind direction, and soon both sides had reverted to artillery delivery systems. They also developed deadlier agents (all derived from chlorine), and from 1916 gas of more than 60 types was in every engagement by artillery on all sides for both offensive and defensive purposes.

These gases affected more than the surface environment because they were all heavier than air. Chlorine and the far more deadly phosgene seeped into craters and shell holes, ‘corrupting the very areas of relative safety where men took refuge’. Mustard gas lingered even longer. It was designed to disable not kill – a blistering agent, it burned the skin and caused (usually temporary) blindness [see John Singer Sargent‘s famous Gassed, below] – and repeated intermittent exposure deadened the sense of smell so a man could no longer detect it. Since mustard gas remained dormant for days, it ‘consigned the soldier to a state of permanent unease’ in which ‘every puddle [became] an imagined trap’; in the winter of 1917-1918 there were reports of soldiers tracking frozen mud contaminated with mustard gas into their dugouts where it melted and gassed their companions.  Here too, the psychological effects of this militarised nature were as significant as their physiological ones. Gas turned out not to be the decisive weapon of the war; it accounted for around 1 per cent of British deaths but caused disproportionately more casualties. One of its main purposes, Tim Cook concludes, became disruption: spreading surprise, uncertainty, and fear on the battlefield. By 1918 gas made up 20-40 per cent of all shells within the artillery dumps on both sides and ‘all soldiers on the Western Front lived in an environment where gas was a daily fact of life…’

The prosthetics of military violence

Neve Gordon‘s review of Grégoire Chamayou‘s A theory of the drone on Al-Jazeera is now available in a more extended form at Counterpunch here.  It’s a succinct summary of the book’s main theses, though there’s not much critical engagement with them (you can access my own series of commentaries here [scroll down]).  He closes his review like this:

Because drones transform warfare into a ghostly teleguided act orchestrated from a base in Nevada or Missouri, whereby soldiers no longer risk their lives, the critical attitude of citizenry towards war is also profoundly transformed, altering, as it were, the political arena within drone states.

Drones, Chamayou says, are a technological solution for the inability of politicians to mobilize support for war. In the future, politicians might not need to rally citizens because once armies begin deploying only drones and robots there will be no need for the public to even know that a war is being waged. So while, on the one hand, drones help produce the social legitimacy towards warfare through the reduction of risk, on the other hand, they render social legitimacy irrelevant to the political decision making process relating to war. This drastically reduces the threshold for resorting to violence, so much so that violence appears increasingly as a default option for foreign policy. Indeed, the transformation of wars into a risk free enterprise will render them even more ubiquitous than they are today.

Neve is the author of the indispensable Israel’s occupation, and while these paragraphs closely follow A theory of the drone the title of the book is in the singular – and so I’m left wondering about military violence that isn’t orchestrated from Nevada or Missouri and what other ‘theories of the drone’ are needed to accommodate a ‘drone state’ like Israel (not that I’m sure what a ‘drone state’ is…)?

Shoot and Strike

The Israeli military is no stranger to what, following Joseph Pugliese, I’ll call prosthetic violence. While Israel remains a leading manufacturer of drones (see here and here), and routinely deploys them over the occupied territories, it also enforces its ‘Death Zone‘ in Gaza through an automated, ground-based ‘Spot and Strike’ shooting system:

The soldiers, trainees in the course for the “Spot and Strike” system, sit in a tower facing the wilderness of the southern Negev, at the far edge of the Field Intelligence School at the Sayarim base, not far from Ovda. Between their tower and the wide-open desert stands another tower topped by a metal dome. With the press of a button the dome opens to reveal a heavy machine gun. Small tweaks of the joystick aim the barrel. To the right of the gun is a camera, which transmits a clear picture of the target onto a screen opposite the soldier. A press of the button and the figure in the crosshairs is hit by a 0.5-inch bullet.

This dovetails (wrong bird) with a discussion of online shooting in A theory of the drone, but here is risk-transfer war waged over extremely short distances.  ‘Remoteness’ is as much an imaginative as a physical condition, and one that is constantly manipulated so that the threat from Hamas’s rockets and tunnels becomes ‘danger close’ even as the hideous consequences of Israel’s own military offensives become distanced (unless, of course, you choose to turn killing into a spectator sport).  In Israel, it seems, these prosthetic assemblages – of which drones are a vital part – serve to animate a deeply militarised society in which evidence of a martial stance is precisely a prerequisite for its claims to legitimacy.

So we clearly need a more inclusive analysis of the prosthetics of military violence – the bio-technical means by which its range is extended – that acknowledges the role of drones for more than ‘targeted killing’ and which incorporates other emergent modalities altogether, including cyberwarfare.  One of the best places to start thinking through these issues, in relation to drones at any rate, is Joseph’s tour de force, State violence and the execution of law (2013), which emphasises how ‘through a series of instrumental mediations, the biological human actor becomes coextensive with the drone that she or he pilots from the remote ground control station’ (p. 184) (I connected this to Grégoire’s theses here).

The experience may be more conditional than this allows, though.  Timothy Cullen‘s study of USAF crews training to operate the MQ-9 Reaper found that the sense of ‘co-extension’ – or bioconvergence – was much stronger among sensor operators than pilots:

After a couple hundred hours of flight experience and a sense of comfort with the modes, interfaces, and capabilities of the sensor ball, sensor operators began to feel like they were a part of the machine. With proficiency as a “sensor,” sensor operators found themselves shifting and straining their bodies in front of the [Heads Up Display] to look around an object.  As pilots flew closer to a target, the transported operators tilted their heads in anticipation of the camera’s [redacted].  Feelings of remote presence helped sensor operators move their bodies, and instructors believed that operators who felt as if they were “flying the sensor” could hold their attention longer on a scene…

Both pilots and sensor operators said pilots did not transport themselves conceptually into the machine to the same extent as a sensor operator. Nor did pilots attain similar feelings of connection and control with Reaper as they did with their previous aircraft.

The term ‘prosthetics’ implies these are at once extensions and embodiments of a military violence whose prosthetics also assume more mundane bioconvergent forms.  This is an obvious but in most cases strangely overlooked point.  Joseph mentions it in passing, juxtaposing his ‘mobilisation of the prosthetic trope’ with ‘the material literality of prosthetics: drones as the militarized prosthetics of empire inherently generate civilian amputees in need of prosthetic limbs’ (p. 214).  There’s also a suggestive discussion in Jennifer Fluri‘s ‘States of (in)security’, which devotes a whole section to what she calls ‘prosthetics biopower’ and the multiply corporeal geographies of contemporary wars [Environment and Planning D: Society & Space 32 (2014) 795-814].  Although Jennifer doesn’t directly connect these intimacies to distant vectors of military violence, the implication (and invitation) is clearly there.

So let me try to supplement her observations, drawing in part on my project on military-medical machines that treats (among other theatres of war) the evacuation of injured soldiers and civilians in Afghanistan.  It’s important to trace the two pathways, as I’ll show in a moment (and I’ll say much more about this in a later post), but it’s also necessary to remember, as Sarah Jain crisply observes in her classic essay on ‘The prosthetic imagination‘ (p. 36), that ‘it usually is not the same body that is simultaneously extended and wounded’  [Science, technology and human values 24 (1) (1999) 31-54].  That said, there is a distinctively corporeal geography to those that are.

The incidence of devastating injuries to the limbs of troops in Iraq and Afghanistan (see the graph above; for comparable UK figures, see here) – mainly from IEDs – has been acknowledged in the role played by amputees in mission rehearsal exercises and pre-deployment training since 2005 (see here for an excellent general account).

Private contractors like Amputees in Action pride themselves on providing ‘de-sensitising’ exposure to ‘catastrophic injury amputations’ and replicating the latest field injuries for these exercises.  There is a risk in re-enrolling war veterans, as the company concedes:

Every amputee is vetted and put through specialist training beforehand to see if they are up to the job. For some it is too close to the mark, too realistic. The last thing we want to do is traumatize someone, stymie their rehabilitation.

These simulations have been used to prepare ordinary soldiers for the situations they will face – today it’s not only the ‘golden hour’ between injury and surgery that is crucial but also (and much more so) the ‘platinum ten minutes’ immediately following the incident, so the first response is vital. They have also been used to ready trauma teams for the war zone: the BBC has a report on the Royal Army Medical Corps’s mock ‘Camp Bastion’ at Strenshall in Yorkshire here.

These various exercises incorporate the latest advances in evacuation and trauma care, which have meant that today’s soldiers are far more likely to survive even the most life-threatening wounds than those who fought in previous conflicts, but the horrors experienced by young men and women in the military who lose arms and legs – sometimes all of them – are truly hideous:  read, for example, Anne Jones‘s mesmerising and deeply moving account of  They Were Soldiers: How the wounded return from America’s wars (you can get an idea from her ‘Star-spangled Baggage’ here).  Their road to rehabilitation is far longer, and infinitely more painful, than the precarious journey through which they returned to the United States (see also my ‘Bodies on the line‘).

Researchers unveiled the world’s first thought-controlled bionic leg  on 25 September 2013  funded through the US Army Medical Research and Materiel Command’s (USAMRMC) Telemedicine and Advanced Technology Research Center (TATRC) and developed by researchers at the Rehabilitation Institute of Chicago (RIC) Center for Bionic Medicine. 

There is some light in the darkness – ongoing experiments with state-of-the-art, ‘bionic’ prosthetics animated by microprocessors in the US, the UK and elsewhere that restore far more stability, mobility and movement than would have been possible even five years ago (see above, and here and here for the US, here and here for the UK).  In the 1980s less than 2 per cent of US soldiers who had suffered major limb amputations returned to duty; by 2006 that had increased to over 16 per cent (see also here and here).  There are several reasons for the change, but in 2012 Jason Koebler reported:

According to the Army, at least 167 soldiers who have had a major limb amputation (complete loss of an arm, leg, hand, or foot) have remained on active duty since the start of the Afghanistan and Iraq wars, with some returning to battle. Many others have returned overseas to work in support roles behind the lines.

“When we have someone we know wants to return, their rehab is geared that way,” says John Fergason, chief of prosthetics at the Army Center for the Intrepid at Fort Sam in Houston, Texas.

Kevin Carroll, vice president of Prosthetics at Hanger, a company that makes artificial limbs, says prosthetics have become more comfortable to wear and closer in range of motion to natural limbs.  “Unfortunately, when you have war, you have casualties, but with that comes innovation,” he says. Artificial joints are getting better at approximating the knee, elbow, wrist, and ankle, and microprocessors embedded in prostheses are able to pick up and adjust for impacts from walking, running, jumping, and climbing.

“The person doesn’t have to worry about the prosthetic device, they’re worrying about the task in front of them,” Carroll says. “If they want to go back to be with their troops, that’s an option for many soldiers these days.”

Notice, though, that these advances in prosthetic design and manufacture are part of an intimate conjunction between military violence and military medicine, in which materials science, bio-engineering, electronics and computer science simultaneously provide new means of bodily injury and new modalities of bodily repair.  This is captured in the title of David Serlin‘s thought-provoking essay, ‘The other arms race’ [in Lennard Davis (ed), The Disability Studies Reader (second edition, 2006) 49-65; this essay is not included in the latest edition, but see also the collection David edited with Katherine OttArtificial parts, practical lives: modern histories of prosthetics (2002) and his own Replaceable You: engineering the body in postwar America (2004)].  You can also find an excellent brief historical review of ‘Prosthetics under trials of war’ here.

War XAnd, given the circuits within the military-medical machine, there may be more to come.  There are those who anticipate a future in which prosthetics will not only reinstate but also increase a soldier’s capabilities.  Koebler cites Jonathan Moreno, a bioethicist at the University of Pennsylvania, who ‘talks about a future where prosthetics are “enhancers” that allow soldiers to be stronger, faster, and more durable than their peers.’  These fantasies feed through the masculinist imaginary of the post-human cyborg soldier (sketched an age ago by Chris Hables Gray and revisited here) to the prosthetics of military violence with which I began. Here Tim Blackmore‘s War X: Human extensions in battlespace (2011) is also relevant.

But Koebler is quick to add that all this is still a distant prospect:

“I know the question is often, ‘How close are we to true bionic or having artificial limbs that are more versatile than natural ones?'” Fergason says. “Frankly, we’re not that close. You’re not going to see anyone decide, ‘Boy, I think I’d like to get a bionic leg because they’re so fantastic.’

“We love to read about the super-soldier, but that’s not the case right now. Amputation is so complex in what it does to your body that it’s a very long recovery,” he adds.

So what, then, of civilians?  Under ISAF’s Medical Rules of Eligibility Afghan civilians who were injured during military operations and/or needed ‘life, limb or eyesight saving care’ could be admitted to the international medical system, and were eligible for emergency casualty evacuation and treatment at one of the Category III advanced trauma centres at Bagram or Camp Bastion.

As soon as possible, however, Afghans were to be treated by Afghans and so, after surgical intervention they had to be transferred to the local healthcare system.  The same applied to the Afghan National Army and police.  In consequence, the drawdown of international forces – which also includes their medevac and trauma teams – has left the local population desperately vulnerable to the after-effects of continuing and residual military and paramilitary violence (see here and here).

The inadequacies and insufficiencies of the Afghan healthcare system have prompted a number of NGOs to fill the gap between the radically different systems, and they have done – and continue to do –  immensely important work.

But compare the prosthetics available to US soldiers with those supplied to Afghan civilians.  I don’t mean to minimise the invaluable work done by hard-pressed and underfunded NGOs, but the image below is from the ICRC‘s Orthopedic Center in Kabul (see also here).  There are other centres supported by the ICRC in Faizabad, Gulbahar, Herat, Jalalabad, Lashkar Gah, and Mazar-e-Sharif, together with a manufacturing facility in Kabul, and other NGOs are active elsewhere  – Médecins sans Frontières runs a similar facility in Kunduz, for example.

In addition to these facilities, there have been some ingenious work-arounds.  Carmen Gentile describes how US soldiers at Forward Operating Base Kasab in Kandahar were moved by the plight of Mohammed Rafiq, an eight-year old boy whose legs were blown off by an IED.  ‘Since we couldn’t get a supply of commercially made legs, we decided that maybe we could make them ourselves,’ explained Major Brian Egloff, a US Army surgeon at the base.

Using scrap tubing and some ingenuity, Egloff fitted Rafiq with small prosthetic legs. Rafiq was now able to get around the village…

Egloff did not end his work with Rafiq. He knew there must be other amputees living in the area…  Soldiers on patrol had noticed “a lot of guys with amputations that had no prosthetic legs and were reduced to crawling around on the ground and relying on the charity of strangers just to get by,” he says.  Afghans heard about what was done for Rafiq and asked for help for others. Egloff made the legs from material readily available in any welding shop, he says, mostly scrap aluminum tubing for the legs and aluminum plates for the prosthetic feet. A spring-loaded hinge served as the ankle joint.  “It’s a very simple design, nothing complicated,” he says.

These legs were intended to be temporary replacements until ‘a professionally fitted prosthetic’ was available, but the same report notes that ‘getting to a provincial capital, where most hospitals are located, is not easy for many Afghans and the routes are dangerous.’  There’s much more about inaccessibility in MSF’s Between rhetoric and reality: the ongoing struggle to access healthcare in Afghanistan (February 2014).

Like Mohammed – and many ISAF and Afghan soldiers – many of these amputees are the victims of IEDs or even land mines left over from the Soviet occupation (for a global review of the rehabilitation of people maimed by the explosive remnants of war [ERW], see this 2014 report from the International Campaign to Ban Landmines–Cluster Munition Coalition).

But some of them will be the victims of air strikes from or orchestrated by Predators and Reapers: in recent years Afghanistan has been the most heavily ‘droned’ theatre of operations in the world.  In some cases they were caught in the blast, but in others they were the victims of what Rob Nixon calls ‘slow violence‘.  According to a report by Sune Engel Rasmussen in the Guardian:

Since 2001, the coalition has dropped about 20,000 tonnes of ammunition over Afghanistan. Experts say about 10% of munitions do not detonate: some malfunction, others land on sandy ground. In rural areas, children often bring in vital income to households, but collecting scrap metal or herding animals can be fraught with unpredictable risks. Of all Afghans killed and maimed by unexploded ordnance, 75% are children…

Their future is usually bleak.  Erin Cunningham reports that ‘even as the population of Afghans who are missing limbs grows, amputees face discrimination and the harsh stigma of being disabled.’

“Socially and financially, their lives are destroyed,” Emanuele Nannini, program director at the Italian nonprofit Emergency, which operates health-care centers across Afghanistan, said of Afghan amputees.

From January to June [2014], Emergency’s Center for War Trauma Victims in Lashkar Gah, the capital of Helmand province in southern Afghanistan, performed 69 amputations. The fiercest fighting between the two sides usually takes place in the warmer summer months.

Emergency then sends the amputees to the nearby International Committee for the Red Cross orthopedic facility for long-term rehabilitation. The patients receive vocational training and other support to reintegrate them into society. The ICRC said that between April and June this year, it admitted 351 amputee patients to its facilities across Afghanistan.

But for the most part, amputees “are completely dependent on their families, and they become a huge burden,” said Nannini, who is based in Kabul. “The real tragedy starts when they go home. If they don’t have a strong family, they become beggars.”

Emergency runs two other surgical centers, in Kabul and Anabah, as well as a number of clinics and first aid posts in the villages; at Lashkar Gah six out of every ten admissions are victims of bombs, land mines or bullets.

The story is, if anything, even worse across the border in Pakistan’s Federally Administered Tribal Areas, whose inhabitants are also subject to explosive violence from the Taliban and other groups, and from CIA-directed drone strikes and air and ground attacks by Pakistan’s military.  As Madiha Tahir has shown, the victims usually disappear from public attention, at least in the United States:

What is the dream?

I dream that my legs have been cut off, that my eye is missing, that I can’t do anything … Sometimes, I dream that the drone is going to attack, and I’m scared. I’m really scared.

The articles published in the days following the attack on September 7, 2009, do not mention this poker-faced, slim teenage boy who was, at the time of those stories, lying in a sparse hospital in North Waziristan, his legs smashed to a pulp by falling debris, an eye torn out by shrapnel….

Did you hear it coming?

No.

What happened?

I fainted. I was knocked out.

sadulla1As Sadaullah, unconscious, was shifted to a more serviceable hospital in Peshawar where his shattered legs would be amputated, the media announced that, in all likelihood, a senior al-Qaeda commander, Ilyas Kashmiri, had been killed in the attack. The claim would turn out to be spurious, the first of three times when Kashmiri would be reported killed.

Sadaullah and his relatives, meanwhile, were buried under a debris of words: “militant,” “lawless,” “counterterrorism,” “compound,” (a frigid term for a home). Move along, the American media told its audience, nothing to see here. Some 15 days later, after the world had forgotten, Sadaullah awoke to a nightmare.

Do you recall the first time you realized your legs were not there?

I was in bed, and I was wrapped in bandages. I tried to move them, but I couldn’t, so I asked, “Did you cut off my legs?” They said no, but I kind of knew.

Zeeshan-ul-hassan Usmani and Hira Bashir listed some of the long-term implications in a report completed last December for the Costs of War project:

Drone injuries are catastrophic ones.  Wounded survivors of drone attacks have often lost limbs and are usually left with intense and unmanaged pain, and some desire death. Those who survive with severe disabilities face a difficult situation given lack of accommodation for people with disabilities in Pakistan. FATA is an extremely difficult terrain for a disabled person. A walk out for the morning naan (traditional bread) may require navigating through a twisty mud track, with regular dips and bumps. The traditional mud houses of the area themselves have a mud floored haweli (an open-air area onto which all the rooms usually open up). A person with a leg amputation cannot use a regular wheel chair, go to school or hospital, or even use a toilet on his own. Disability of the primary breadwinner can change the course of life for an entire family, since most village jobs are physical ones.

Here too the barriers are more than physical.  In 2011 Farooq Rathore and Peter New described how disability remains a stigma in many sectors of Pakistani society, and rehabilitation medicine is still underdeveloped.

The leading prosthetics center is the Armed Forces Institute for Rehabilitation Medicine at Rawalpindi – whose rehabilitation services for injured soldiers are reportedly ‘the best in the country‘ – but it ‘still manufactures prostheses and orthoses with wood, leather, and metal.’  For injured civilians, the outlook is still more grim.  In 2012 a plan was announced to appoint orthotic specialists and physiotherapists at district hospitals throughout the FATA:

The prolonged United States-led war against terrorism has left a large number of people disabled in Pakistan, compelling the government to institute a rehabilitation plan that will include imparting vocational skills…

“We plan to enhance the physical rehabilitation services for the victims of terrorism to save them from permanent disability,” [Mahboob ur Rehman, head of the physiotherapy department at the Hayatabad Medical Complex (HMC)in Peshawar] told IPS.

The decade-long armed conflict has resulted in injuries to thousands of people from blasts, shelling and drone attacks, with the majority of the victims needing prosthetic and orthotic management to help regain the ability to walk, he said.

But it turns out that the emphasis is as much on ‘wheelchairs and sewing machines’ as it is on even the most basic prosthetics.

Once again, NGOs have provided vital services in the most difficult circumstances.  In 1979 the ICRC established a Paraplegic Rehabilitation Center in Peshawar for victims of the Afghan war, for example, which was subsequently transferred to the control of the Khyber-Pakhtunkhwa provincial government.  It has achieved some notable successes, but here too the focus is on physical therapy and it is outside the FATA so that access is difficult for many people.

And so, finally, to Gaza.  Here the differences with Afghanistan and Pakistan are striking.  Throughout the Israeli assault last summer, as I showed in detail here, medical services were severely compromised, and hospitals and medical centres actively targeted.  The only rehabilitation hospital, El-Wafa, was destroyed.  The injuries were also aggravated by the use of Dense Inert Metal Explosives (DIME) – developed for the US Air Force in 2006 – and which, according to a Briefing Note issued by the Palestinian human rights organisation Al-Haq, were fired from Israeli drones.

These experimental weapons are supposed to decrease collateral damage by constricting the lethal blast radius.  But inside that perimeter the explosive blast is concentrated and magnified:

The injuries of victims who have been in contact with experimental DIME weapons are distinguishable from injuries sustained by non-experimental weapons. While signs of solid shrapnel or metal fragments are typical of amputations sustained from traditional explosives, physicians in the Gaza Strip are witnessing gruesome amputations caused by a metal vapor or residue which indicate the detonation of an extreme force in a small radius. In fact, as a result of these weapons, reported cases in the Gaza Strip include entire bodies cut in half, shattered bones, and skin, muscle and bones turned into charcoal due to the destructive burns associated with the weaponry’s extreme force and high temperature.

The lacerations are so severe that many victims bleed out and die.

The scale of destruction in Gaza also presents a radically different landscape for survivors of blast injuries.  If the terrain in FATA is formidably difficult for anyone using prosthetics or in a wheelchair, imagine what it must be like to be confronted with this:

When you look at that, bear in mind that when the assault came to an end there were still around 7,000 unexploded bombs and other explosive remnants of war beneath the rubble.

These are all dreadful effects and yet, compared to Afghanistan and Pakistan, the situation for prosthetics and rehabilitation seems somewhat better.  The prosthetics are more advanced, and some patients have been able to travel to Beirut, Amman and on occasion into Israel for treatment.  But there are still formidable obstacles in the essential provision of continuing local care.  Bayan Abdel Wahad reports from the Artificial Limb Centre, the only one of it kind in Gaza:

The number of patients who have benefited from the service of prosthetic replacement which the Centre provides for free is about 300 people who have been injured as a result of the Israeli bombardments in the past five years. However, a number of people injured in the last war – Operation Protective Edge – have not been able to come to the center yet because they are still bed-ridden due to several injuries whose treatment takes precedence over prosthetic replacement…. The technical coordinator at the center, Nivine al-Ghusain, said that “despite all the difficulties we face in funding and getting the materials necessary to manufacture the artificial limbs, we will continue in our work.” She [said] that the Centre takes upon itself the maintenance of the prosthesis from time to time “in addition to changing it based on the patients’ needs.”

The Centre relies on the ICRC for components and raw materials from France, Germany, Switzerland and the United States, but there are continuing difficulties in importing these via Israel or Egypt.  In December 2014 the Center was treating around 950 amputees.

Reports about the cultural and social response to these visible victims of military violence are mixed. Guillaume Zerr, who directs Handicap International’s operations in Gaza, told Reuters that ‘there can be less acceptance of their condition than in other regions of the world’, whereas one young man – a double amputee – insisted that ‘I feel more love, support and sympathy from people now than before my injuries, and Gazan society is non-discriminating toward me.’  Perhaps this is, at least in part, because he, like others wounded in Gaza, can provide an unambiguous narrative, ‘to tell the story behind the loss of his legs’.  I remember Omar Dewachi explaining to me how patients from Iraq, Libya or Syria who are treated in Beirut for their wounds have to return home with a narrative that can explain what happened to them in terms that will satisfy whichever side in those civil wars might call them to account.  Such narratives are important not only for their rehabilitation (and here they are vital) but also for their very survival.  This is presumably more straightforward in Gaza, but this ‘politics of the wound’ is also always a geopolitics of the wound.

One last thought.  I’m struck by how often the term ‘asymmetric war’ is used to imply that conflicts of this sort are somehow unfair – to those who possess overwhelming firepower.  But war is about more than firepower, more even than killing, and I hope I’ve shown that the differences between the continuing care and rehabilitation available to those who are maimed in these wars reveal not only a different prosthetics of military violence but also a new and grievous asymmetry in its enduring consequences.

This paper takes up the question of how we might think about the increasing automation of military systems not as an inevitable ‘advancement’ of which we are the interested observers, but as an effect of particular world-making practices in which we need urgently to intervene. We begin from the premise that the foundation of the legality of killing in situations of war is the possibility of discrimination between combatants and non-combatants. At a time when this defining form of situational awareness seems increasingly problematic, military investments in the automation of weapon systems are growing. The trajectory of these investments, moreover, is towards the development and deployment of lethal autonomous weapons; that is, weapon systems in which the identification of targets and initiation of fire is automated in ways that preclude deliberative human intervention. Challenges to these developments underscore the immorality and illegality of delegating responsibility for the use of force against human targets to machines, and the requirements of International Humanitarian Law that there be (human) accountability for acts of killing. In these debates, the articulation of differences between humans and machines is key.

Our aim in this paper is to strengthen arguments against the increasing automation of weapon systems, by expanding the frame or unit of analysis that informs these debates. We begin by tracing the genealogy of concepts of autonomy within the philosophical traditions that inform Artificial Intelligence (AI), with a focus on the history of early cybernetics and contemporary approaches to machine learning in behaviour-based robotics. We argue that while cybernetics and behaviour-based robotics challenge the premises of individual agency, cognition, communication and action that comprise the Enlightenment tradition, they also reiterate aspects of that tradition in the design of putatively intelligent, autonomous machines. This argument is made more concrete through a close reading of the United States Department of Defense Unmanned Systems Integrated Roadmap: FY2013-2038, particularly with respect to plans for future autonomous weapon systems. With that reading in mind, we turn to resources for refiguring agency and autonomy provided by recent scholarship in science and technology studies (STS) informed by feminist theory. This work suggests a shift in conceptions of agency and autonomy, from attributes inherent in entities, to effects of discourses and material practices that variously conjoin and/or delineate differences between humans and machines. This shift leads in turn to a reconceptualization of autonomy and responsibility as always enacted within, rather than as separable from, particular human- machine configurations. We close by considering the implications of these reconceptualizations for questions of responsibility in relation to automated/autonomous weapon systems. Taking as a model feminist projects of deconstructing categorical distinctions while also recognising those distinctions’ cultural-historical effects, we argue for simultaneous attention to the inseparability of human-machine agencies in contemporary war fighting, and to the necessity of delineating human agency and responsibility within political, legal and ethical/moral regimes of accountability.

It’s a must-read, I think, especially in the light of a report from the New York Times of the Long Range Anti-Ship Missile (above) developed for the US military by Lockheed Martin:

On a bright fall day last year off the coast of Southern California, an Air Force B-1 bomber launched an experimental missile that may herald the future of warfare.

Initially, pilots aboard the plane directed the missile, but halfway to its destination, it severed communication with its operators. Alone, without human oversight, the missile decided which of three ships to attack, dropping to just above the sea surface and striking a 260-foot unmanned freighter…

The Pentagon argues that the new antiship missile is only semiautonomous and that humans are sufficiently represented in its targeting and killing decisions. But officials at the Defense Advanced Research Projects Agency, which initially developed the missile, and Lockheed declined to comment on how the weapon decides on targets, saying the information is classified.

“It will be operating autonomously when it searches for the enemy fleet,” said Mark A. Gubrud, a physicist and a member of the International Committee for Robot Arms Control, and an early critic of so-called smart weapons. “This is pretty sophisticated stuff that I would call artificial intelligence outside human control.”

Paul Scharre, a weapons specialist now at the Center for a New American Security who led the working group that wrote the Pentagon directive, said, “It’s valid to ask if this crosses the line.”

And the Israeli military and armaments industry, for whom crossing any line is second nature, are developing what they call a ‘suicide drone’ (really).  At Israel Unmanned Systems 2014, a trade fair held in Tel Aviv just three weeks after Israel’s latest assault on Gaza, Dan Cohen reported:

Lieutenant Colonel Itzhar Jona, who heads Israel Aerospace Industries, spoke about “loitering munitions” — what he called a “politically correct” name for Suicide Drones. They are a hybrid of drone and missile technology that have “autonomous and partially autonomous” elements, and are “launched like a missile, fly like an UAV [unmanned aerial vehicle],” and once they identify a target, revert to “attack like a missile.” Jona called the Suicide Drone a “UAV that thinks and decides for itself,” then added, “If you [the operator] aren’t totally clear on the logic, it can even surprise you.”

Jona praised the advantage of the Suicide Drone because the operator “doesn’t have to bring it home or deal with all sorts of dilemmas.” The Suicide Drone will quickly find a target using its internal logic, which Jona explained in this way: “It carries a warhead that eventually needs to explode. There needs to be a target at the end that will want to explode. Or it won’t want to and we will help it explode.”
